Kāpiti Vote 19 - Kāpiti resident David Shand is standing for the Capital & Coast DHB
Kāpiti has struggled to get direct representation on the Capital & Coast DHB in past elections but this time round there is a high profile candidate with plenty of top level experience.
Waikanae resident David Shand is standing for the Capital & Coast DHB and says he is committed to improving equity and access to health services for all sections of our community.
"Fixing the grievious position of our services requires not just money but improved governance and accountability of DHBs and supporting committed and motivated DHB staff," says Mr Shand.
A former two-term Wellington City Councillor, Mr Shand has a significant international background in high level governance.
"My financial management and governance experience will assist the DHB in negotiations with government and setting realistic plans and monitoring their implementation," he says.
Mr Shand graduated in accounting and economics from Victoria University. His international work includes seven years as Financial Management Advisor at the World Bank. Since his return to New Zealand in 2006 he has been Chair of the Teriary Education Commission, a director of Meridian Energy and a board member of the Auckland City Mission.
Mr Shand also chaired the Commission of Inquiry into local government rates and was a member of the Royal Commission on Auckland Governance.
